In case you were wondering.

You must run it as administrator on an administrator enabled account. It relies on the ipsec system to block packets, so if you can't change those settings, this won't work for you.

It does. make sure your user account has privileges high enough to access ipsec.

Yes, because this works with the Windows IpSec system. Meaning that since it doesn't patch the memory, it's safe and has worked since it was made in 2009.

Just registered to say...you are great.On this topic, I did also all and can find netsh.exe in sys32 but lag 5 simple doesn't work.Any hint?
