What did you guys do to play overwatch on new account after getting banned?

Buy the game again on a fresh battlenet account, you have to start over if you got banned.
- Never hack/cheat/bot on an account you hold dear.

I mean if your PC has been marked, do you have to reset/wipe data... to be able to play Overwatch again without losing another $40 for nothing.

No, your computer doesn't get marked. You can buy the game, and this new account wont get banned unless you try and cheat again.
I'd recommend you to delete the hacks/scripts you have for safety if you're not going to use them anymore.

I thought cheaters are banned forever even when they bought a new account and start playing legit?

I don't know if it's been fixed, but if all you want is to play OW and you don't care about Competitive, etc. You could try the PTR.

I've heard that people who are banned in WoW could still hop on the PTR and play, as I said I'm not sure if it's been fixed.
