i think it all about the game, they just know all the account that dont communicate via officiale api. They ban a limited panel each time to just let us thinking we can escape the banhammer, trying to humanize our bot. Casuals botters that cant even understand a config file will lose hope and stop botting.
They just dont kill the communication because of this fact, if they do that the dev community will try to figure it out and maybe succeed at doing a good api. They will need to modify the communication and this can bring some risk for official application they are deploying around the world at the moment.

For more, they cant ban all user that have done bad communication (iv calculation web site, scanner, etc) in a row, they need to keep a high number of "active" player for getting high price contract for private pokestop (mcdonalds, ...). They are actualy just decreasing the usage of unofficial client.

No, you'll be banned as well, spoofing GPS is detected.

And what about bans for accounts used on the same telephone as botted accounts? For example, I log into my lvl 30 botted account for a while, then I log off and log into my main account which has never been botted. Does it have the chance to be banned too or is it safe?

There is a serious risk, never do that if possible.

We don't know how they detect specifically the GPS spoofing but we know that they know, maybe they use an algorythm that determine where you go and if it's possible or not, maybe there is a mlicous code in the officiel API that send a specific request that's identified as the true GPS no one knows, but using Nox means using cracked API and perma ban is pretty close after that.

Lol yup. Instead of spending time on developing proper API access, they waste time on "humanized settings" which does crap.
