i seem to be having an issue with pokesniper2 v1.6

please offer a suggested fixed, (i'm not banned/soft banned)

That can happen, if someone put wrong cords, or it's because of older version.

You should update to PokeSnipers 2 v1.11 (PokeSniper2 - Pokemon Sniper - Catch any Pokemon no matter where you are) (newest)
