Have the same issues. I think you have to set :"KeepPokemonsThatCanEvolve": false, to true because my bot just tranfered pidgeys like mad till i had 4000 candies without ever evolving them. I am currently trying it out with a threshhold of 125 pokemon (50% inventory)

tried it with these settings and its working. i added nidoramale and nidorafemale to the pokemons to ignore, had the feeling that they flooded the inventory and the bot didnt transfer them so the threshold was never met to evolve (even at the 12% threshold). furthermore i would keep the sniping offset low, you will encounter no pokemons after some hours but you are farming way faster with a small offset. just change the cooridnates by 0.01 after a couple if hours.
