What the fk are you talking about. Of course you are able to catch it, what's the point of it being in the game otherwise.

These legendary pokemon just have other mechanics, probaly more Gym-wise. You have to participate in an event, and when the event is succesful you get the legendary garantueed.

Like I said, I assume it's similar to a gym battle where multiple people can attack at once.
