Grimer Glitch To Hold Gym

Hi All,
Can I ask how to deploy a pokemon with keeping GYM in Neutral state?
I have seen many of GYM in downtown such as department store were occupied by someones pokemon and kept white state,
you can visit the GYM but can't do anything, can't add your one pokemon or battle him.
