[Question] Starters with high IV

Just wanted to ask you guys, since i've been catching the 3 starters for quite some time now (sniping them). I've yet to get a good starter, the highest iv so far is a 64%... Is it just me? Anyone having the same problem?
I want a Charizard (and a Blastoise, and a Venusaur) with good IV, but it seems to be just impossible...

As far as starter pokemons that I've caught (using bots of course), highest iv is from raichu 89%.
Next is 84% bulbasaur that had fail skills after evolve.
Rest are garbage. So, yes, regarding starter pokemons, most caught are garbage. I don't even target them now for snipe. Not that they would do good in gym, too.
