There are 2 require ments. You must have beat the game (beat Rayquazza), and you must have a fire stone.
1. Take vulpix on your team and I think you have to press make leader but I'm not sure
2. Go to Whishcash Pond.
3. Where Whishcash was standing, there is now a cave. At this point, you may tell your partner to stand by. Do so.
4. Enter the cave.
5. You will walk down into the cave and it will ask if you want to evolve. Press yes.
6. Depending on what pokemon you are, it may ask if you want to give an item to evolve. In this case, press yes.
7. A special effect might happen I'm not sure but At one point in the cave Vulpix will become Ninetails. Hope this helps!
