I'm afraid no one can answer your question. All the safeguards were set based on speculations from Niantic's limited public disclosure or experience. Most concrete safe threshold we have are 1000 pokemon and 2000 pokestop within 24 hours.

On a side note, does anybody have some ideas to config the bot so that it auto keep all rattata/pidgey/zubat/caterpie/weedle and when the number reachs a specific value (i.e. 100) it auto evolve all of them using lucky egg?

Theoretically you would have to stay inside the common limits to not get soft banned. Those would be:

1000/24 = 41,6 pokemons/hr
2000/24 = 83,3 pokestops/hr
600000/24 = 25000 xp/hr

But even so you could still end up being banned. The only 100% safe way is to not use any kind of third party software.
