high IV starter pokemons in the wild

as the title says, i just want to ask if there's really a chance of getting a... let's say a 85% above squirtle, bulbasaur or even a charmander..? if yes, can someone share where you did find them please..? because as we all know you can't find a high iv in nests... as for hatching of course its very in random to hatch those and kinda rare also.

I only hatched good IV starters, never got one in the wild. God I miss my 15/14/15 Blastoise I was playing legit when I hatched that too.
