Ok. Tell me, are u using Nox or android app?

Cuz on NOX Pokemon Go Version it's simple : Just download and install. The current setting are set to default and working 100% for me, you need only to open Pokemon Go app and set the location on the right bar/tab (GPS Symbol).

If u want to play on Smartphone, you need to set the location on FakeGPS first with the Mock Locations ON and press Start symbol, after that you'll need to disable the Mock Locations and open the Pokemon Go app. (Unroot)

You need root and install the app as system app then you dont need to turn on mock location
