I had this before, I had to re download and reconfig the stuff, worked after this (make sure your not banned first)

New bot 0.9.3 won't auto transfer weak pokemon =.= i already setting "KeepMinIvPercentage": 90.0, and when it catch a pokemon IV:50.00% it doesn't automatically transfer it

I just take out pokemon that i dont want to catch in config.json
U can find it in the line in config that look like this.
