Don't worry; there is no such thing as a "permanent softban". Either you're temporarily softbanned or you're permanently banned from even obtaining a login token.

I am observing the same issue, here are my observations that I have repeated a number of times now:
- Bot gets started, only one bot per IP-address
- Regardless of settings you get to loot 3-4 Pokéstops and can catch Pokémon while doing so
- On the 4th or 5th Pokéstop you get what appears to be a soft ban that would normally be lifted by spinning the Pokéstop
- Regardless of how long you wait with the bot spinning the ban is not lifted
- Upon restarting the bot you are now receiving the error that no usable Pokéstops can be detected
- The new ban is IP-based, you cannot run another bot on the same IP-address without receiving the previous
- Using a new IP-address and a new account loops this procedure
It appears the new tougher loot soft ban triggers an IP-ban. Can anyone else reproduce or confirm this behavior?

"Permanent" not SOFT anymore dude, more like HARD so hardban , dont worry your account will be fine in next 5hours from that issue

Checked partner's legitimate account, no pokestops at all, would say serverside issue.

Did you do it while connected with the same IP-address as the illegitimate account or did you connect using 3G/4G/LTE on your cellphone (not WiFi)?

I am using VPN and had to change my IP twice after receiving "No useable pokestops in the area" once my IP is changed it logs in and starts again.
Usually last about 10 minutes before i get "No useable pokestops in the area"
