But, why my account having this Catch Flee Ban while my another account (with exact same bot, exact same config) are not having it?

If it's really server issue, my other account won't work either, right? If you have further explanation, please don't mind to enlighten us.

Niantic must be doing something new to counter sniping, and imo it's about damn time lol. Although I've sniped myself I think it's stupid that it works.

I tried sniping pokemon that just spawned and they all flee away. Really trying to find a solution to this. I hope it is server issues, or a temporal ban.

this is just my opinion...
it might happen if the accounts are NOT in the same physical server.
let's say one single server is not enough to save all trainers accounts' data.
so they put them decentralized... say in 10 servers maybe. i don't know.
but they all works together in the same system.
and then let's say your problematic account is in server A, while your other normal accounts is in server B or C etc.
then this server A got problem (hardware error, etc), while other servers are not affected at all.
well this is just my opinion. CMIIW
let's hope everything will be back to normal soon.
