Bots down?
When I try necrobot it says there're no usable pokestops and when I try pokesnipe it says there's no pokemon no matter how long I try.
My question is are the bot down or is the problem on my end?

You're IP banned, if it was a softban Necro would fix it itself + sniping would say the Pokemon ran away.
Try using VPN or dynamic IP. Resetting router has worked for some people as well (not for me personally).
P.S. Read other threads before posting, there's countless of posts like this in the Necro thread.

That will only remove the ip ban but if you load exactly the same bot with the same config it will result in the same ban.
Its because there is too many requests sent to the API, bots now are limited on how much they can send to the API.
So no more 200k per hour botting...
