and something like skiplagged: true

if you do not know what u are doing with these configs then dont do it at all or do it on a fresh account
what did it transfer? a bunch of 500cp crappy iv pokemon ? a bunch of pidgey's ?

if you want specific pokemon to be kept you need to change some value's
"KeepMinDuplicatePokemon": 0, <- set this to 1

"no usable pokestops found in your area" i have encountered with this, if your area is not super high populated with pokestops, this can happen
it solves itself most of the time, elseway restarting fixes it (unless if its an ip ban like you stated)
