Team one spends a few days reverse engineering the new API. On day four they publish their findings. They have spent long days and nights doing this and get some well deserved sleep after this.

Team two have been doing changes and fixes in the code preparing for the new API. Once it is released they stay up for 24+ hours implementing the new API with the new code. After being up for 24 hours implementing the new API released by team 1 they need to go to sleep before continuing.

See how one thing doesn't have to take anything away from the other in a situation like that? I am not saying this is exactly what happened but it's not unlikely.
