Sorry, this might be a dump questions, but how does snipping works and how often you can snipe? Does it teleport to that location and then move back to original location and catch that pokemon? Thanks.

Only use local pokemon coords. There's no program to filter for you. So look at where you live, what the coordinates are and only snipe pokemon, who have similar coordinates.

Though to be honest, that's useless. If you are sniping. You might as well snipe world wide. It's not like locally sniping is any safer.

By changing your GPS coordinates from your current location to a new one.

PokeSniper2 does that automatically for you, but you can also do it manually with GPS fake apps.

Indeed. All Pokemon sniped in non-EU countries have to spend 6 month in quarantine, before they are allowed to enter the EU!
