Why buy/sell if accounts will be banned within days or weeks?

I apologize for the newb question but why is there such a thriving sell/buy section right now? Am I somehow misinformed that botted accounts don't in fact lead to bans? I see all the threads of "safe botters" getting banned including those who never sniped. What is the truth? Some of these sellers selling accounts that are ban-safe?
