Looking for a pokemon Go account (specific requirements inside)

Hello Magikarp !

I am looking for a pokemon go account with following requirements :

Full pokedex (except mew etc ofc lolz)
High CP pokemons (preferably, high IV aswell)
No team chosen (OR instinct if chosen)
No Name Chosen (So i can make my own).
Account has to be below lvl 32, even preferably lvl 30.
