Contrib+ able to make threads in WoW emulator server listings

As of right now it's only Donators, but since most other stuff donators have Contributors get access to, why not this one as well?

This was a feature Ket implemented, it used to be anyone can post there but threads require approval and you are not allowed to bump. I think the new system of donators only is better because people do actually donate for it and it reduces the spam of new servers while allowing people to bump threads. Contributors+ may not be allowed, but I think elite+ should be allowed to at least.
