Time and time again I'll see fresh donators (sometimes with a couple of rep, but most of the time with only 1 point) come into the bawx and say something along the lines of WTS X for Y, or break this rule, break that rule, etc.
Now, the simple solution is to get them to read the rule book. But how? Even if you auto redirect to the rulebook the first time using the bawx, do you really think they will read it?
I think we need to tighten up the restrictions a bit. Keep the 40+ rep for normal users to get access to it (or however much it is), and make it so where Donators need 20+ rep. I believe that once you start getting some rep points, you're less likely to break the rules and either actually read the rules, or already know them.
Do I know if this will solve the problem? Nope.
Could it be a moronic idea? Yep.
