Skinning Blogs?

[COLOR="rgb(0, 0, 0)"]So, I was browsing through blogs today, and I noticed Xel has skinned his blog.
Most fantastically done, by the way;
Anyways, I wanted to do a similiar thing; not a complete css overhaul, but just update some images and add some more color into it.
I was not able to find any way to do so, and I looked for a LONG time - did I miss it?
If I didn't miss it, could this feature be opened up? If not to everyone, possibly to;
- Elites and up?
- ID Verifieds?
- Donator Benefit?
- Purchase feature with $M?

Anyways, just thought i'd see.

Apparently only you silly staff can do this, I was never able to find it when I wanted to in the blog settings and usercp, and the page you linked there tells me I don't have permission.

The permissions got screwed up somewhere along the line a while ago. You should be able to stylize your blog now.
