This will not happen. Should we change the rep all the time when people get their "rep power" increases? so everyone i have repped should get 15 rep, even the ones i repped when i could only give 3....

Exactly, as mentioned before, if you block the users from repping they will just shit that function = it's improbable they will use it again.

I thought about this again and wondered of to something else.

-Removing possibility to rep others replies in post that aren't categorized as question/request. Seen far too many getting rep for saying something funny half the time.
