My ideas for this are as follows:
Good idea, I think it can work well.
A good base for this system is:
:+10 rep to the user of the month
:The user of the month gets a title under their name, saying "User of the month" in bold.
:The user of the month gets their own user bar to put in their sig. For example, it would be like User of the month on one side, then the user's name on the other.
:The user bar changes colors each month, so that it can't be copied.
How to choose the user of the month:
Theory 1:
Have a poll each month so the community decides. Problem with this idea is that if everyone votes for themselves, then we have no winner.
Theory 2:
The administrators and Moderators choose who they think has contributed the most. Only problem is, this leaves out the option of the admins and mods to become user of the month.
These are just my thoughts of the basic system. Obviously can be added on.

The way it's done on many other sites (that works very well) is this:
A thread is opened each month for nominations for the MotM. After 2-3 weeks, the thread is closed, and a poll is created with those nominations. And you cannot nominate yourself, or last months winner.
Once the month is over, the poll is tallied up (kind of automatically thanks to the forums :P) and the user is issued a Member of the Month <insert month / year here> mini-sig.
Adding rep to the mix is not needed. Being able to strut around with the MotM should be enough of an e-peen boost for people. (Plus, there's no reason to base EVERYTHING on MMOwned around rep. It's just 3 letters in the end.)
If the admins want to *really* get into it, a special user group (with a special color) can be added as an extra user group option. (Say bright green for example) So once you win MotM, you can strut around with a bright green name. (Though the user group will have the same permissions as the leecher group, as to not impose anything really extra)
But that would require admin's (or mods) to add/remove user group privileges to the MotM, which would have to be decided by the Admins.

IMO just have folk vote, winner gets some rep and a bar like the emu expert or me expert bar saying "Member of the Month" for the next month.
Edit: Didn't see page 2! I like the structure suggested, but I have to question Apoc on why the same person can't be MotM twice in a row. What if they were really good for two months? If that was the case, they deserve the title twice in a row.

Yeah, the idea of not having 1 person win twice in a row is good. But, they should still be able to win more then once.

Well, I see your point Apoc. But twice in a row would still be fair. Perhaps a limit on the number of times in a row, say 5?
But say you were voted member of the month a month before the alpha for whatever is coming after wotlk, then the next month you leaked the alpha client for it. Surely you should be allowed to get MotM for the leaked client, despite getting it the month before?
vBulletin has a very powerful, comprehensive, and highly customizable modification that is easy on the server itself that is a 'Rewards Modification'. You could set it up to that Members of the Month got a reward for that month (And your 'Total Rewards' is displayed underneath your location, just for a pointer) and when clicked on it will show your rewards. This wouyld help with future contests as well, for example a Model Editing contest and such. You could get a reward on the forums too.
Just an idea.
But Reid in that case I guess there could be an exception....
We had this on HS :\ It made everything crazy!
But I hate having to have exceptions to rules >.< Just have a rule and stick to it.
