I think you can -rep only for the amount of rep power you actually earned, not the starting 1 rep power point.

Legendary users (600 rep) can -rep people if they're starting flame wars / being an asshat / etc. Most of the times just a simple report works though.

I am glad they did not give Dante more -rep power or he would abuse it ^^ And -repping someone works for us same as reporting. Mods get a notification. And when there are flamewars going on the -rep works better then infraction from mods. People care a lot about their rep ^^

Cept for the 1 kid who keeps making new accounts and has like -5 on each of his accounts.

It is like this on purpose.. The -rep is capped at 3 and is a lot harder to earn (legendary and elders only)
