[Windows LIVE] Does it Costs??

Ok i have a Xbox 360 and i know it costs with live. but do Windows Live costs over time as Xbox 360s live ?? plz help me out :P
oh and do i need a cd key for every game ??

Not sure about CD Key, Windows Live is free however Xbox Live you have to pay a subscription like you do with WoW

ok i found it. sorry for double post. i know the rule but i are so in need of help.
okay i have logged in to my xbox live acc here on windows live. now i need games. is there any games that i can download or is it product key on everyone ??

oh and i can create a new OFFLINE account in the game (flatout UT) wich works fine to play with but cant i just login to the game with my normal acc to be OFFLINE ?? when i try login it wants a product key :S
