I think in the picture it actually is an e then 2 <<, the font just makes it look like one character....

I agree with Yazid. I believe it is only an e followed by two <<, so it's I C e<<

It is an e + « = e« to make a « hold "ALT" and press 0171 on NUmpad, then release alt. See the difference: e<< e«
