undeletable Internet Explorer

everytime i use internet explorer, this happens, i have tried to close and and even delete it, but it wont work, anyways i can get rid of it other then restarting comp?

Firefox = Less spyware, and you can improve it like you want and change the look of it (not very important) by using "Addon".

IE = More spyware, and buggy.. I got errors etc.
