Website hosting/building

I'm not real great when it comes to website hosting/programming.
I know a lot of HTML, but prefer not to craft the website from scratch.

Things the website should have:

• Ability to upload pictures/videos
• Forums
• News Page

If anyone knows a simple program/website that would help me and possibly have templates laid out so I can edit them without coding all the menus and tiniest details would be great. Or if anyone has a guide to build a self sustaining website that's ran off their desktop that would be fine as well, seeing how my desktop is on 24/7 to begin with.

There are many CMS websites you could choose. Like Joomla,PHP-Fusion,PHP-Nuke ....

Webs.com has integrated a lot more features into their free websites. Thank you for the feedback though.

Wordpress is by far the easiest to use and learn in my opinion I have been using it for about a year now and I picked it up very quickly. A lot of hosts even offer an automated install on it so you have to do nothing but just find a theme you like and customize it. Just my 2 cents for you
