but for forums like this couldnt you get a friend to rep you and you rep them back and so on and so forth? sounds like a bug that should get fixed somehow... cant think of any way besides limiting the amount you can rep someone in a day i guess

It is called "rep trading" and is strictly prohibited. There is a limit in place as well: You can give someone rep one time and then you need to give 10 or so people rep before the first person is available for reputation again. You can also just give out a set amount of reputation per day, unsure of the number. 5-10 is my guess.
