...no.In some ways its against the rules but illegal? definently not.

If you use things like campfire to darkportal and/or walls and gates remover , then yes its against the TOS and it will get you banned .
But if you use models which don't give you an unfair advantage over other players then its all good .

I believe every single model edit is against the rules, even just character models.

Yes, every model edit is against the rules. You are not allowed to manipulate the World Of Warcraft files. Private Servers are illegal however. World Of Warcraft's mechanics is not for sale (A GM told me ^^ )
