Looking for an MMO with an RP community I can buy a cheap account for.

I've never been able to play through the grind of any MMO, and I think my best bet is to pay for an account for $50 or less. I want the account leveled decently, (preferably fully). Equipment doesn't matter. Also, the character must be located on a roleplaying server, or wherever theres roleplay in the game (Landroval for LoTRO for example).
The cheapest accounts I've found are runescape, but runescape doesn't have an RP community.

Guildwars, L1 and L2 have no roleplay.
And Warhammer accounts are expensive it seems. I'll look into powerleveling services.
