I ran into this problem when I tried to play Oblivion on my laptop with a Intel 965 integrated card.
Depending on the game, you may be able to find different shader models to work on older machines. There is also a program out there, that I can't remember the name of, that will actually force the game to use different shaders, textures, and all kinds of neat stuff.
I can't remember the name of it though, I tried some searching for it, but I just couldn't find it. I could never get it to actually work anyway. But, at least I'm giving you hope. There is probably someone who knows nothing to come here and post "NO". (I am the first reply that I know of while I'm posting this)
