Not sure how you get rid of viruses, but if I can't get rid of it with like an anti-virus, then I just reformat the whole computer, so it clears your hard drive. This is how I do it, if you choose to do this, save your important documents, pictures, and files on another partition so you can save it.
Just a little suggestion from a personal experience:
What's your computers date set to? I had something I thought was a virus that was only on my Firefox. Turned out to just be an addon that only works on April Fools day, and my friend had set my computer's date to April 1st.

try pressing Ctrl+C.
it could be a .bat file virus which can be stopped with a simple Ctrl+C command. plus, it would be undetected by an anti virus. I made one of those babies a while back on my mom's computer for april fools day, not sure if it's it, but if it is, it would be a lot easier than re formatting your computer.
the next thing you can do is see if your computers system restore is on.
1- go to control panel and hit system
2- if you have vista, click "advance system settings"
3-tab over to system protection and hit system restore.
4- if it works, go back about a week, and it will go away most likely.
if that doesnt work, well hah, i'm really not sure. let me know if any of that works.
I got the same thing with Tracking101.com, but it was only a tracking cookie that was ads. Try using a different anti-virus (I'd reccomend NOD32 but I don't want to share Warez).
Go to Suggest A Fix PC Support Forums (Powered by Invision Power Board). Those guys are really good at fixing virus, malware, ad-ware, and all that stuff. Scroll down to the bottom to the Malicious Code: Virus, Malware, etc. Forums.
ok what im going to ask you to do is download hijack this (click download Hijack this a bit down the page
then do a sytem scan with a saved logfile.
post the logfile here, i will then try to help you regarding the log file
edit: also if you feel like it also post a screenshot of your task manager, sorted by memory usage please, this is only another step to help identify the problem incase the first method does not work (so you can either post this ss before ive analyzed your logs or afterwards depending on the result)

Or, turn off your auto system restore point(s)
Perform a system restore, to probably 3 days before it started happening, then do a scan with multiple softwares, hopefully the restore got rid of it.
Format your hard disk and get Linux?
Sorry I haven't updated you all to what happened...
Well, after doing everything you suggested, I saw no choice to first reformat my external hard drive (didn't want to wipe my internal if I didn't have to).
After reformating my external, I came across something extremely strange. My internet failed to work. And by this I mean when connecting to say wireless or wired and I clicked repair it got stuck at "finding network adress" or something along those lines.
I checked in my command line, and it said my computer's IP was 0.0.0.0 etc.
I tried to force my computer to directly connect to the router, but it was a no-go.
After asking for help on my buddies computer, almost every suggested reinstalling windows and starting from scratch.
All this was over a period of 1 or 2 weeks I think... I dont know I am bad at keeping track of time.
So here I am.

sorry i'm confused do you still have problems with your computer or you all sorted now?
btw formating you hard drive does seem slightly drastic, did you try downloading the program i suggested, 9/10 that removes/highlights any virus controlling your internet.
also i think you're problem you had was after reformating because its an external drive the virus probably was never removed from it, however it could also be a problem with youre router, make sure you put a firewall on your router and manually add in ports that you want to use. (im no computer pro btw so my info may be incorrect but its the help i can give you from my basic knowledge)
