How should I do this?

I started doing one of the freebie websites to get a free item. Its hard getting referrals because people will not waste their time doing it unless they get something in return. I am thinking of starting a website which will contain information about the site that provides the freebie services, and guides on how to complete referrals for my program.

How would you guys suggest to create the site? I can create it in Photoshop but I can't really code the website alone. I don't know what to use to get it started. I am not interested in spending money on any of this except maybe for the domain name. I want to do something simple nothing fancy. What would you guys suggest?
