What I mean by blocked sites is:
Websites that colleges and schools block
Websits that your isp block(if you live in weird country that blocks some sites)

You can also use this so your ip will not be saved on whatever website you want to visit anyway here is the how to:
simple google exploit we are going to use:
Btw you should be able to speak at least to languages

http://www.google.com/translate?langpair=en|fr&u=

the en|fr is what we are going to use the first language en is the original language of the website you want to visit eg:www.mmowned.com is an english website so we put english and after the | put the language you want the website to be translated into eg:french is fr spanish is is sp
so after the = you put the website you want to get into

http://www.google.com/translate?langpair=en|fr&u=www.mmowned.com

You can visit any website you want and i WILL NOT BE BLOCKED ALSO THE PERSON THAT IS BLOCKING YOU WILL NOT BE ABLE TO KNOW THAT YOU ENTERED THAT WEBSITE!!!!

This is divine anyway most noobs will understand nothing about this but here is the solution for you
post the website you want to enter to and the language you want to me to translate it to (translation is a must sorry ) hope this helped!!!

This way will only work on a very few unsecure networks.
For those in the know you can setup your own proxy to use.

I will give you three that I run personally and use in college and work;

Using these is good too, because the blocked websites you are visiting do not show up in the institutes logs, they encrypt the URLs.

Encrypting the URLs this way doesn't prevent what you're viewing from being logged. It prevents the logging of the URLs, but proxy servers cache the actual content being transferred, so a good security engineer could still figure out what you've been doing. The only real way this could work is if it also encrypted the content using SSL and HTTPS. Just trying to keep folks out of trouble.
