Heylo there Mmowned. I was messing around with PS like you do and decided to make a Tut on which is a pretty cool effect. The classic iPod effect.
It is very simple and i think quite effective, If everyone gets this fine. Ill make a tut for the New iPod ad's with the graffiti
Ok lets begin.
First off take your image, and cut out all the background. Completely erase the background so its just the people standing there. The image i used is very good because the background was white to start off with.
Then we need to make our dark areas black for a greater effect so go to image>adjustments>levels and bring the slider closer together and also make the skin darker.
Go to image>mode> hue/saturation and desaturate the people totally.
So you have something like this. (Sorry for the gangsta people :S)
Now create a new layer and place that below your cut out people, and choose a striking colour. I choose #27d4ca Then use the paint bucket tool to colour it in.
Then duplicate background layer. Make it the top layer on the layers pallete at the top chose its layer setting to overlay so you get the effect as below.
Duplicate that top overlay layer to make it stronger than we can move onto the last step.
Duplicate the peoples/objects layer. Go to edit>transform> flip vertical. Align the bottom of the flip with the bottom of the people. Then you can either drop the opacity of the layer (which i did to about 50/60%)

Make this reflected layer just on solid black color. Make a mask of this reflection. Pick the gradient tool and set the color palette to black and white. Make the gradient so as the reflection goes on the image gets fade out.
