The best thing you can do to get better is either read up on a lot of tutorials on the net, which there are plenty of, or just learn from trial and error.

If I were to teach you how I make sigs, all yours would look like mine. And then we'd just have an influx of my lack of creativity.

I'll be more than happy to answer questions you have, but don't expect me to be like, "Okay do this, then this, then blur this, fade that, sharpen this, blah blah blah."

You should also use resource websites to find better ways to make your sigs and graphics look prettier, for example:

http://www.deviantart.com/ - Backgrounds, Photoshop Brushes, etc.
http://www.pixel2life.com/ - Photoshop Graphics Tutorials.
