Looks like scan line brush, here's a download :

make a new document 3x3

make sure the background is transparent.

Make 3 black dots, one in the top left, middle and bottom right

Edit > define pattern.

then go to the picture you want to ad scanlines to, select the area of which you want them in,
Edit > Fill > pattern and select scan lines pattern.

Change the opacity and blending mode as you like.
