[Request] Wallpaper Tutorial

I'm looking for a tutorial on making something like this picture

I've found one, but the guy was using a mac (I have CS3 on windows) and it was difficult to follow along.. so if anyone can show me i'm willing to give you 2 rep

If you want to use that pic for a background/wallpaper, it's going to be super distorted. It's way too small, and if you try and make it larger, it'll become distorted and all pixelated.

that's why i need to learn how to make something similar with photoshop...

Blah..

Take a white circle brush and brush around in the middle. Then blur > motion blur > ~400
Duplicate the layer then and merge them.
Now cntrl + t then warp it around into something cool.
You basically have it now, just right click it > color > find a color and set it to color overlay or whatever.
