[request] Bullet in bullet time

Okay, so i'm makeing a new signature but i need help with one part.
Its the main thing realy. i need a bullet comeing from the left to the right in a 450x150 and it got to be in bullet time (circels around it) but hardest part with this is that it have to be in 2d.

So like something like this

In 2d (or as much 2d as posible) no effects or anything on the backround just plain white. i know this is realy hard but if you could do this i would be realy happy
