Because every time they compile the game software the compiler makes different optimizations for what changed in it, which moves the functions and statically-stored variables/data around. Even a new line in some function could shift the whole binary and therefore require a need to "update offsets". Now a valid reason why packet opcodes would be changing could be because they randomly re-generate each of them on every build (blizzard's WoW does this currently) or because they manually change them for whatever reason.

It's not a encryption stuff, just a CRC & Build field which changes. Fixed in a few minutes. The Changed opcode stuff too.
When can we expect a release ? Something like hours ? Days ? Weeks ? Months ?
