i tried that version but when i enable anything it crash game on login screen, i guess it's not ready for 3.13.0c after all?

Working fine here, tested 5 minutes after patch release.

Yes i know this tool, but it needs Content.gppk. Steam does not have it. There is no content.gppk in Poe folder at all

same here .net framework is 4.8 too and installed all c++ runtime

Step 1. Delete all Net. Framework updates u have. (any versions of updates!)
Step 2. Go to Download .NET Framework | Free official downloads and try to install step by step from lowest to highest( up to ver 4.8 ) . !!! DO NOT INSTALL .NET 5.0 !!!
Step 3. Uninstall All Visual C , restart ur PC and install from all in one ver (from few posts upper), restart again.
Step 4. Be sure u open smoother (be good if by default any ur action) with Administrator Rights.
Step 5. Enjoy or pm me if still get this errors.

Yeah, I restored the original ggpk, then tried using the apply Official button.

Current ignore list looks like this:
