You have to download new version. Usually transfering new files to the old folder works just fine (just don't do that with config folder if you want to keep your settings)

Just copy and paste the zip contents to your folder and choose to replace files. It will only replace those that have been updated.

I might be wrong, but I believe you disabled plugin compilation on first launch of PoE hud which created a file that prevents it from compiling plugins, so you need to delete the file from PoE Hud folder (should be named something like "disable plugin compilation or w/e")
After that WhereTheWispsAt folder placed into Poe Hud\Plugins\Source should work
Pardon if that doesn't help, but I had this issue a few leagues ago and I think that was the fix
