I am a CM, not sure if i am doing it right, but I am only knocking off 8ish mobs? and getting 3-4 bars?

Choose the right Foundry mission and you can get 3-4 bars every 15-20 minutes without running around like the bunch of dongs questing. And you can do this back to back to back. This chart tries to stay up to date and you're welcome to add to it.
Fastest way without dicking around with bots and pvp.

Example:
It only takes 2.5 missions of A Fateful Encounter NW-DJUIZCFUR to get from level 38 to level 39 in around 30 minutes.
OR (in other words)
At level 38, complete A Fateful Encounter NW-DJUIZCFUR 2.5 times to level up : around 30 minutes.

You should use Shield, it knocks them all back, giving one level each time.
