So i attach the bot and start fishing. The toon just stands there. The log shows location/heading but it doesn't fish. it does show that it casts in the logs but it doesn't

yah i didnt even think to check my gear....but yah that fixed my issue
New version is available that allows keys and timers to be adjusted via a config file. BE VERY CAREFUL with the config file as you can cause Leviathan to not run or behave very strangely.

I got some problems when launching 2.4.
There was an error reading settings. Result: 0.075.
I opened the config file and found that the 3 last entries:
<add key="movementTurnHeadingThreshold" value="0.075"/>
<add key="movementRunHeadingThreshold" value="0.15"/>
<add key="movementStopThreshold" value="1.0"/>
I do not know xml coding, but when i removed the dot and set all values just to 1 it worked.

That above made the bot start, but now it doesn't fish anymore.

Edit 2:
I went back to 2.3 and that didn't work either. I decided to reboot my computer and start it up again with 2.3 first, and then it worked again. So I gave it another shot with 2.4 and it's working again.

Not sure why you are getting that error, the value is supposed to be a float and on my machine it runs fine with 0.75. What language is your operating system? Do you use , (comma) instead of . (period) for decimal places?
Brute Force Mooch means it tries to Mooch before every Cast.
I currently don't read the FF14 version, that's why it's N/A. Same thing with Experience, I don't calculate those two values yet.
