Ive seen a few on the web, i suggest a google search. Questing with a mix of grinding is a good way to go about it. Also the elite section has some guides.

I don't know if you have tried addons, I got a ESO leveling addon, it has a different one for each faction. I really made the game a lot easier and fun.
