WTB shell account - pref allied races + mounts up to $250

Hey all, looking to buy an account that meets the following criteria:

Minimum:
Void Elf allied race unlocked
WoD/Legion/BfA flying completed

Preferred:
Most if not all Allied Races unlocked.
Some cool/rare mounts/titles
A few decently leveled characters, but account can literally be just a shell with no characters too.
Heirloom rings (STV fishing tournament / WoD shipyard). Would also be nice if a decent amount of heirlooms were upgraded but I can always just buy WoW tokens for gold to upgrade them.
Not necessary at all, but a level 19 twink with some unobtainable/BiS gear would be cool.

Things that I don't really care about and don't want to pay extra for:
Unobtainable Transmog
Gear on max level characters
